Meet Patrick

I've been fortunate to be married to my wife, Cindy, for 48 years. Together, we've raised two children, Brandon and Tara, who both chose careers as police officers. We're also proud grandparents to six wonderful grandchildren. My academic journey began with an Associate in Arts degree in Business Administration, followed by a Bachelor of Science degree in Finance, where I graduated Magna Cum Laude. I later earned my Master's in Business Administration (MBA), which has been instrumental in shaping my career.

My professional life started in the private sector, working in banking and agriculture before I transitioned into public service. Over the next 25 years, I dedicated myself to improving city services, first as Public Works Director and Public Utilities Director in Fresno, and later as City Manager of Lompoc. As City Manager, I was responsible for overseeing all city operations and services, a role that prepared me well for serving as a Council Member representing District 1. During my tenure, I focused on enhancing public safety, which earned me the endorsement of the Police Chiefs, Fire Chief, Lompoc Police Officers Association, and the Lompoc Firefighters Association.


One of my key initiatives as City Manager was introducing Zero-Based Budgeting in Lompoc, which helped increase accountability and transparency in our financial processes. I also implemented performance measures and workload indicators to ensure the effectiveness of city operations. Additionally, I led an Economic Development team that worked hard to support business and building developments, despite Lompoc's geographic challenges. I'm committed to continuing this work to help our city thrive, and I'm honored to have the opportunity to serve our community.
